The document "Connecticut Common Standard for Assessing Early Childhood Education Credits and Degrees" guides assessing credits in early childhood education or child development. The Office of Early Childhood Statutes and Regulations for Licensing Child Care Centers and Group Day Care Homes section 19a-79-11(f)(School age children endorsement) defines the education requirement for a school-age head teacher as follows:
The Office of Early Childhood has adopted the following standard to be used to determine compliance with the requirement of 12 credits in elementary education, recreation, group social work or a related field early childhood education:

Who will implement the Common Standard?

Answer: The Office of Early Childhood Early Childhood Professional Registry will be the sole determiner of whether an individual meets the standard. In addition, the Registry will also report to state agencies and the public using the common standard.

Does the standard accept courses that cover a wider age span?

Answer: Yes. Life span development courses would be included as long as some of the course content is relevant to children ages five - twelve. This would include a course on adolescent development.

Does the standard require that a course include study of entire age range from ages five - twelve?

Answer: No. A course that is specifically about kindergarteners would be included.
|

Can courses be about one or more areas of child development?
|

Answer: Yes. Courses can be general or specific and can cover one or more areas of child development. For example, course in language, social emotional or cognitive development of children would be included.

Elementary Education
Would the standard accept courses in teaching specific subject areas or a specific age group apply?

Answer: Yes, course work that focuses on teaching subject areas such as reading, music, science, art, physical education, would apply as long as those courses were for children ages 5 - 12 years. Course work that includes a specific age group within that the age ranges of 5 -12 years would also be acceptable.

Answer: Yes, these courses would apply and are usually requirements for degree completion in Elementary Education programs.

Answer: A degree in recreation is broad and could include concentrations in leisure and sports management which would not be applicable to school-age childcare. Only courses that focus on community recreation and youth development would apply.

Answer: Yes, this course would apply if it addressed youth-based (serving ages 5-12 years) programs.

Group Social Work
Would any course in Social Work program apply?

Answer: A degree in social work is broad and, per the State of Connecticut Office of Early Childhood Licensing regulation, course work or a degree would need to specifically be in group social work.
Group social work degree programs prepare students to work with groups of individuals to achieve personal goals of growth and development, develop positive interpersonal relationships, and learn skills for coping and dealing with problems.

Answer: Yes, this course would apply if it addressed serving ages 5-12 years.

Answer: Coursework in Physical Education is broad. In order for a course in Physical Education to apply, there must be explicit content regarding education and / or development of 5-12 year olds.

Could current (non-expired) teacher certification covering elementary education apply?

Answer: Teacher certification covering ages 5-12 year olds should result in a transcript review identifying coursework covering 5-12 year olds. These would then apply.

Answer: A teaching certification covering grades 7-12 is not considered elementary education. Transcript and course review would need to identify content regarding education and / or development of 5-12 year olds for these to then apply.
